• Accountable directly to the members (via regular evaluations)
• Works in cooperation with the Executive, but can also work independently within a limited independent budget
• Minimum activities (for example):
  • Monthly survey
  • Deliberative assemblies every spring and fall
  • Stakeholder workshops as needed (budget for three per year)
• Works with Reporter to ensure participants are well informed
• Design process for being representative
• Uses idea rating in all meetings and surveys to recognize points of consensus
• All results published directly to the Member Opinion Database
