Concept (it’s simple):

Only use the base characters for the ve project. All others can and should be used in a subsequent collection with rules unburdened by vested positions.
Vote weights are calculated using the amount of JBX locked within the ranges.
Each banny can be minted by locking up an amount of JBX within the predefined bucket ranges. Any number of each banny can be minted.
The same banny gets minted for each time lock, but a different background + frame is used for each lock tier. This makes it easy to spot who is staked for longest.
Day increments are 10 days, 50 days, 100 days, 500 days, and 1000 days

Fancy:

once the initial collection is out there, WAGMI/JB can publish the rest of the banny collection with arbitrary rules. For example, we can make each derivative of the base characters a 1/1 only mintable by addresses who posses the base character. This collection can even expand over time.
