you wanna use "setdelete 1" on objects you'd like to remove. Disabling them leaves their scripts running, sucking up memory. I learned this to my detriment in my Balmora. But yeah with spawning, deleting, moving, rotating, changing scale etc, you can get amazing decorating results. If you want to spawn static items, hover your mouse over something you'd like to have for yourself (or click it) while the console is open. This gives the item's base ID. Then, use "placeatpc _________ 1,1,1," Where the "________" is the item's ID and the 1,1,1, are for the x,y,z, coordinates in relation to you. Voila. You now have a static item. I have used it to copy Temple Shrines into my player home (they work!) Et cetera. A few warnings.

You can rotate spawned items but due to an oversight in the developers Cell load order, they will often snap to odd rotations when you leave and re-enter. Running a custom script on these items should be possible with the console to fix this, but I haven't figured out how yet.

You CAN spawn planters and then spawn HARVESTABLE plants into them! I got the idea to do this for rare items like the illusive Golden Sedge (need that fortify Attack potion lol) but be aware of how it's going to work so you don't get discouraged and delete them. Once you spawn the plant, they will appear to be non-interactive. Don't fret! Exit the cell, then re enter. The plants will all be "harvested" now. Again, worry not! Get into a cell that touches the one you have your plants in (one loading door between) and wait or sleep. A lot. It seemed to take different amounts of times for different characters. But trust me they WILL grow in. Now I know you could just use "player->additem golden_sedge_01 xxx" or whatnot.... but spawning the plant instead (a) looks epic to decorate with, and (b) gives me a sustainable, yet finite supply, making the RP experience cooler.

Containers.... once you "take over" a house... delete the stock containers, beds, anything interactive. Add new ones and they will be "owned" by you. Companions won't freak out every time you grab something out of a chest. Speaking of chests, find out which versions of containers hold the most items to save head aches down the road. I'm rather fond of dwemer kegs and chests.

Lighting with static objects is great, too. Depending on what mods you have running ( and what assets come packed in ) you might have good options here. I run Tamriel Rebuilt and it has plenty of cool Ashlander Lanterns. We all know vanilla gave us yellow, blue, and red lights, but my current build gives me green, orange, and purple ones, too! One awesome trick is to turn OFF clipping (just type "tcl" in the console) and then spawn a light OUTSIDE of the cell, ideally right past a wall or under a floor, etc. This gives you great diffuse lighting with an "invisible" lantern!

Having AI "Homies"... without mods or the construction set, you really CAN have more or less anybody be a follower, or a pet. You can either use the instance of the "actor" thats already in the game, or spawn a new one. The "placeatpc" command can put a fresh version of any creature or NPC right there in front of you. For NPCs, if thet start out hostile, use the "stopcombat" and "setfight 0" commands on them. Adter that there is another command to make them follow you, I don't remember it off the top of my head, but turning it on amd off is "setaifollow" and "setaiwander" IIRC.

For creature pets just do the same, but bear in mind that all instances of that creature type in the game will become "tame" also. For instance, my Breton, Antonidas, had a bunch of scamps, Creeper, and Lustidrike living with him. Since I ran "setfight 0" on MY scamps, ALL of the scamps that spawned in-game were passive.

You can give NPCs and creatures gear, and delete gear they already have, which is a good thing because I haven't found a way to toggle "companion share" with commands yet. Just select them and use "additem _______ x" where "______" is the item ID and "x" is the quantity. Think potions, armor, weapons etc. Keep in mind that ALL instances of the creature get it. If you give a Dremora the Daedric Crescent, they will all have it, lol. Also I hear some creatures will use scrolls haha... have yet to test this myself. 

Just some of what I have discovered through trial and error. Shoot, I should make a post with all this crap lol. Hope it helps. Have fun, it's an AWESOME meta game. My Balmora looks TOTALLY different with every character. That's the plus of console over construction set.... it's different for every body
