Propose giving Inceptor a one time payout for the work she did in FC#13.

What is this payout for?

Inceptor did work to help onboard some key contributors. She also created some assets that helped with future design work. Although we dont know where those contributions will be needed in the future, I believe its fair to pay her for the work she contributed.
