Goals of process:

This process ensures transparency within the Grants Program of the DAO, allowing any community member to present a case for investigation, where concerns or issues related to grants' compliance can be addressed.

Steps of process:

  1. How the process is triggered:

    1. Any community member who believes that a grantee is not meeting the requirements of the grants program can take action by presenting their case on the forum or by submitting a formal request to initiate an investigation.The Grant Support Squad thoroughly reviews the case and assess whether there is sufficient evidence to justify an investigation. If the evidence presented is objective and has proof, it is raised to the Revocations Committee.
    2. The Grant Support Squad conducts monthly check-ins with the Grantee to monitor the project's status. If, during these check-ins, the Grant Manager identifies any anomalies related to performance, metrics, milestones, or significant roadblocks, they raise the issue with the Accountability Manager.The Accountability Manager initiates the investigation process in response to the concerns raised.
  2. Review and Notification: If an investigation is deemed necessary, the Grant Support Squad will proceed to gather evidence and information related to the case. Following this, the grantee will be notified in writing about the initiation of the investigation. This notification process is expected to be completed within a timeframe of less than 7 days.

    1. If the concern is about the Grant Support Squad, the case will be send without Grant Support Analysis or intervention to the DAO Committee , who will follow the procedure (3. Discussion - 4. Recommendation to the Revocations Committee).
  3. Discussion: Following the notification, the grantee will have the opportunity to review the case presented, provide input in response to the concerns raised, and provide any additional data or information that they consider relevant.

  4. Recommendation to Revocations Committee: Subsequently, the Grant Support Squad will review the grantee's response and attempt to reach an agreement with the grantee, if possible. Following this, the Grant Support Squad publishes publicly on the forum post that outlines the case. This post may trigger a recommendation to the Revocations Committee if arguments, proof and sources are considered legitimate by the Grant Support Squad.

    Simultaneously, the grantee will be informed about this post and invited to respond publicly on the forum or on Discord.

  5. Vesting Contract Pause: In instances where revocation is being considered and the case is presented to the Revocations Committee, the vesting contract associated with the grant is temporarily paused. This pause remains in effect until a final decision is reached.

  6. Decision-making: The ultimate decision regarding the vesting contract's status will be made by the Revocations Committee. If the Revocations Committee confirms the recommendation put forth by the Grant Support Squad, the vesting contract is revoked. If the Revocations Committee decides against revoking the vesting contract, the grantee will be permitted to proceed with the project, and the vesting contract is resumed.

  7. Post-revocation review: Following the revocation of the vesting contract, the DAO should conduct a comprehensive review of the Grant program to identify any issues or areas for improvement. This review may encompass an evaluation of the Grants Program requirements, performance metrics, and decision-making processes, along with gathering feedback from the grantee and the broader community.

It's important to note that any community member is entitled to submit a case for investigation, and it is the responsibility of the Grant Support Squad to review these cases in an impartial and objective manner. The Squad's primary objective is to determine whether an investigation is justified. Throughout this process, transparency is a key principle, and the Squad is expected to present the case in a clear and public manner.

Furthermore, the Grant Support Squad should actively seek and consider feedback and suggestions from the community when forming their recommendation to the Revocations Committee. All decisions must be based on well-defined guidelines, input from the community, and substantiated by supporting evidence. It is essential that these decisions are communicated clearly, both to the grantee directly and to the broader community.
