Bug description

Upon creation of a proposal without messages in the chat there is an infinite spinner there. It disappear once a message s added.

Steps to reproduce

• Just create a new survey (publish) and stay on this newly created item
• Also happens for membership requests (and probably other proposals)

Expected behavior

Either show the placeholder bubble we had with saying that there are no messages here yet… OR show a system message about the creation of this proposal (This proposal was created by userName). We have such a message for discussions. The second option is preferable.
