March 2020: Ministry of Economic Development and Technology (MGRT) (https://www.gov.si/en/state-authorities/ministries/ministry-of-economic-development-and-technology/), in cooperation with the Slovenian Intellectual Property Office (URSIL)( http://www.uil-sipo.si/sipo/), intended to organise four consultations (https://www.ipi.si/en/consultations-on-implementation-of-the-directive-eu-2019-790-into-slovenian-legislation/) on implementation of the Directive (EU) 2019/790 on copyright and related rights in the Digital Single Market (DSM Directive) and the Directive (EU) 2019/789 on the exercise of copyright and related rights applicable to certain online transmissions of broadcasting organisations and retransmissions of television and radio programmes (SatCab II Directive) into Slovenian legislation. The consultations intended to cover following provisions:
The purpose of these consultations was for the interested public and stakeholders to present their views on the implementation of said Directives in Slovenia. MGRT also invited interested stakeholders to submit their submission on implementation of the Directives 2019/790 and 2019/789 by 31st of March, 2021.
11-03-2020: Four consultations, scheduled between 18-03-2020 and 27-03-2020 were cancelled (https://www.ipi.si/en/consultations-on-implementation-of-the-directive-eu-2019-790-into-slovenian-legislation/) due to the virus SARS-CoV-2 (COVID 19) outbreak. Notwithstanding the cancellation of the consultations MGRT invited interested stakeholders to submit written positions to an e-mail address by 31 March 2020, and announced that all written submissions will be made public on MGRT's website.
20-03-2020: After MGRT received calls to set a longer deadline for submitting written submissions due to objective circumstances, and MGRT has decided to extended the deadline for submitting written submissions until 30 April 2020 (https://www.gov.si/novice/2020-03-20-prenos-direktive-eu-2019789-in-direktive-eu-2019790-s-podrocja-avtorskega-prava-v-slovenski-pravni-red-podaljsanje-roka-za-posredovanje-pisnih-stalisc-do-30-4-2020/).
05-06-2020: All 46 written submissions (https://www.ipi.si/en/dsm-directive-implementation-submissions-are-published/) have been published on the MGRT's website.
30-06-2020: Up to this date interested stakeholders were invited to comment on written submissions, which were published on the MGRT's website. These comments on written submissions were, on the other hand, not posted to the MGRT's website.
24-05-2021: MGRT published a proposal for an amendment of Copyright and Related Rights Act (ZASP-I) (https://e-uprava.gov.si/drzava-in-druzba/e-demokracija/predlogi-predpisov/predlog-predpisa.html?id=12665) and a proposal for an amendment of Act on the collective management of copyright and related rights (ZKUASP) (https://e-uprava.gov.si/drzava-in-druzba/e-demokracija/predlogi-predpisov/predlog-predpisa.html?id=12666).
28-06-2021: Up until this date the public debate lasted - the interested public was invited to submit comments and amendments to the draft laws by an email.

MGRT in cooperation with URSIL, prepared draft proposal of Copyright and Related Rights Act (ZASP) and a draft proposal of Act on the collective management of copyright and related rights (ZKUASP) that were passed in National Assembly on the 29. 9. 2022. The bills come into power on 26. 10. 2022. An overview of the implementation of individual articles of the DSM Directive is given below.
