5. General Procedure

A. At each level of a Toastmasters speech contest, a specified number of voting judges and officials are required

  1. At District contests, there must be an equal number of voting judges from each Division in the District, or a minimum of seven (7) voting judges, three (3) counters, and two (2) timers must be appointed. The chief judge, voting judge, or tiebreaking judge must not be a member of any club in which a contestant is a member.

  2. Voting judges at all levels must remain anonymous when practical.

J. There will be one (1) minute of silence between contestant speeches, during which voting judges and the tiebreaking judge will mark their ballots. All voting judges and the tiebreaking judge will judge all contestants; the chief judge does not judge contestants.

M. After the conclusion of the contest interviews, the contest chair announces the winners of the contest.

  1. Announcement of contest winners if the final unless the list of winners is announced incorrectly, in which case the chief judge, ballot counters, or timers are permitted to immediately interrupt to correct the error.
