How to set up a test Veteran's record in VBMS UAT so that they're service connected to a given condition.

Pre-conditions

  1. VA.gov test users are selected (from this list)
    1. Make sure you are able to submit a disability claim (check but don’t submit yet). Some of the test users have an EDIPI or BIRLS ID issue.
    2. Make sure the test user does not have any pending 020 or 400 claims in VBMS UAT.
    3. Make sure the test user does not have a date of death in VBMS UAT.

Create the claim

  1. Log in to VBMS Core
  2. Open the Veteran's profile record by searching for their SSN
  3. Check if the Veteran is currently service connected to a given condition via the right side bar —> Rated Issues section
  4. To create a new claim, click the Actions drop down and select "New Claim". Fill in the claim details and submit. Bolded items are what you need to select. Non-bolded should already be populated.
    1. Payee: 00 - Veteran
    2. EP & Claim Label: 020NEW - New
    3. Modifier: 020
    4. Claim Type: Claim
    5. Date of Claim: You can pick. I default to the first of the month.
    6. Segmented Lane: Select "Core (National)". Doesn't matter too much.
    7. Station: 499 - National Work Queue
  5. If the 5013 Notice Information pop up appears, say yes.
    1. It will allow you to move directly to rating
    2. Otherwise, it'll send the Veteran a letter and put a 30-day suspense on that claim before anything can happen
  6. The claim has been established and the contentions screen should be displayed.
  7. Click Add and fill out the contention details:
    1. Search and select contention (e.g., asthma, bronchial)
    2. Search and select classification (e.g., respiratory)
    3. Type = New
    4. Medical = Yes
  8. Click Save

Rate the claim

  1. Log in to VBMS-R
  2. Grab the file # or SSN and put it into the "Search by File Number" field and select "Pull for Rating"
    1. If an Incomplete Service Record pop up appears, click OK. Should be able to disregard it.
  3. From the "Available Claims" box, select the 020 NEW claim you just established and assign it to the "Claims Associated to Rating" box. Hit Save.
    1. If there's only one available claim, this step happens automatically
  4. Make sure claim is highlighted, then select Work.
  5. On the first page, the Profile page, fill out all required fields, then hit Save.
    1. Jurisdiction: New claim received
    2. Received: Date of the claim
    3. Document Title: Rating decision
    4. Note: you may be prompted create a signature via Options the first time --> Signatures/Document title
  6. Navigate to Intro/Evidence
    1. On the Rating Introduction Text subtab: The rating introduction text should be populated, but if it's blank, put in some test data and move forward.
    2. On the Import Evidence subtab: Add any evidence so there's at least one piece of evidence associated with the rating. You can do this via the Import Evidence functionality. Select something, add it over, and hit Save.
