We are primarily intersted in measures that reduce transmission on a national scale. So measures like treatment or economic stimulus is not a concern, nor is the closure of a single school or cancellation of a single event.

Targeted and non-targeted measures are separated as the former may interact with testing in a way that the latter might not.
We will make the assumption that stronger measures imply weaker measures - i.e. cohort isolation implies that contact isolation is also being practiced.
