Rule Changes

1. Turmoil cards with party requirements (e.g. PR Office) will each cost 7 MC more if that party is not in play. This cost is paid after playing the card and applying its effects.
2. A new global events deck replaces the original deck. There are 36 new global events, with delegates evenly distributed across all 6 parties (12 delegates per party, 6 top and 6 bottom).
3. The term "planetary tag" refers to Venus, Earth or Jovian tags.
