What changed

• Updated the overlap drain helper to enforce -CaseTimeoutSeconds 180.
• Kept duplicate handling in place: when the source file already exists at the destination with the same relative path and size, the helper purges the source and logs PURGED_DUPLICATE_SIZE_MATCH.
• Kept radiology skips in place so those folders/files are left behind and logged as SKIPPED_RADIOLOGY.
• Updated the worker so radiology-only, conflict-only, timeout-only, and mixed review-remains cases get parked instead of being retried immediately.
