How is a proposal made?
Who can make a proposal and is there any vetting? Who can they be made to? (Council, specific guild, community at large). If made to the community as a whole: is there a proposal committee that vets and assembles them; do they require a sponsor; can they be made at any time and in any quantity?
When does a proposal go to a live vote? Is this automatic based on a time frame, require a committee vote, or in the hands of a designated decision-maker or group?
How can a proposal be laid on the table if another proposal was to demonstrate priority?
Are there any rules that define how a proposal is reconsidered once adopted?
Can amendments be offered and how are they handled?
If two proposals are made which are, in part, in conflict, is there a reconciliation process?
Can a proposal be referred to committee for additional study?
