Problem
The Gap in AGI Preparedness between countries
While AI is creating unprecedented risks—such as autonomous cyber-offensives, biological weapon design, and AGI threats—our capacity to handle them is unevenly distributed.
- The Gap: The US and UK are rapidly professionalizing their AI Safety sectors. In contrast, Japan’s community remains small and fragmented. We face a critical lag in talent density and infrastructure compared to global leaders.

Solution
Bridging the Gap by Adopting Global Models
To close this distance effectively, we do not need to reinvent the wheel. We must bridge the gap by importing and adapting proven ecosystems.
- Establish systematic talent pipelines: We will adopt world-class training models (specifically BlueDot and ARENA) to rapidly upskill Japanese researchers to global standards.
- Create a physical "Center of Gravity": We will launch a dedicated hub (like LISA) to connect isolated talent, foster serendipity, and integrate Japan into the international safety community.
