As a permissionless onchain org, Nouns DAO does not have a central body dedicated to planning. No individual or group is deciding what to build, what to fund, or how to make progress on goals.
Instead of a central planner, the DAO depend on nouners and onlookers to figure out what needs, wants, and problems currently exist, and for proposers to act of their own volition to build solutions and present ideas.
This works well enough, but some interesting ideas come up in conversations over and over, seemingly with no one around to act on them. Often, these ideas require a deeper understanding of the DAO and would be hard for a yet-to-be nouns-pilled observer to figure out without significant prior time investment in the DAO.
The Request for Proposers (RFP) list aims to highlight these recurring ideas and increase the chances of someone picking them up and making them their own. The RFP list is influenced by the Y Combinator RFS page.

To date, the DAO only has one interface for proposal submission (nouns.wtf), which is centrally controlled by the Nouns Foundation. A diversity of prop submission clients would help the DAO accelerate decentralization of all contract touch-points.
