Outcome

• I fixed a bug where the user had to click on the button twice to open the list after navigating to a diff file.
• I fixed a bug where the expanded list collapsed on each window scroll event. The banner now stays expanded when the user scrolls in the diff view (this is to avoid any UI-surprises for the users).
• I started writing Jasmine tests for the floatingBannerIndexView. I created a new jasmine test file called floatingBannerIndexViewTests.js that currently only tests banner initialization. I setup the skeleton of what the file should test, but eventually ran out of time. The skeleton is commented out for now, and will be further developed next week.
