Overview
The Policy Advisor helps district leaders, HR teams, researchers, and journalists get fast, trustworthy answers about teacher contract policy. “Good” means table-first answers with citations, clear school-year scope, and quick ways to compare peers and drill into sources.
MVP Scope
- Supported answer types: definition, single-district fact, cross-district comparison, exemplar language, research “what the evidence says.”

Decisions (2025-11-05)
- No math in chat. All counts, buckets, and aggregates come from backend tools against golden calculations.
- Output is table-first with CSV export. Charts are optional and limited to one simple bar chart if included.
- API-only in production. Dev may use a read-only replica strictly for profiling; never in production paths.
