Module overview

The module focuses on why and how public organisations need to balance agility and dynamism with stability and trust. We cover key theoretical frameworks, reforms and methodologies in how the public sector is organised and evaluated and what key ethical tensions are faced by public servants. The module also discusses how to build challenge- or purpose-driven public organisations, how public organisations should approach experimentation, risk-taking and creativity. We will finish the module by discussing how the digital era is changing public sector organisations and their ways of working and engaging with citizens and businesses

Assessment

Slide deck and 20-minute individual oral presentation. The deadline to submit your slides will be Monday 18th March, at 2 pm. Presentations will be during the same week.

The slide deck does not have slide limits, but you need to be able to deliver a coherent presentation within 20 minutes. You should include a slide with bibliographic references.

The aim of the presentation is to discuss a critical problem faced by public organisations today. Examples of such problems are low capabilities to use procurement for innovation and/or green transition; lack of coordination among public actors; inability to plan for long-term policies; over-reliance on cost-benefit-based analytical tools; reactive nature of policy planning; etc.

The imaginary audience of the presentation is heads of departments in government, high-level civil servants and similarly well-informed and high-powered individuals. Thus, your presentation has to be both evidence-based and convincingly delivered; assume your audience is very knowledgeable about the issues you will present.
