Control Motivation: The Syndicate seeks control of legitimate businesses for money laundering and influence over city officials. They value discretion and sophistication in their operations.

Specialty: White-collar crime, blackmail, and high-value heists

Headquarters: Luxurious penthouse offices in the tallest skyscraper downtown

2. Los Diablos

Identity: A flamboyant gang with Latin American influences and a distinct visual style featuring vibrant colors and religious imagery. Members often sport elaborate tattoos and drive customized vehicles.

Territory: Southern industrial zone and working-class neighborhoods

Control Motivation: Los Diablos control drug trafficking routes and see territory as a matter of respect and honor. They enforce loyalty through a mix of community support and intimidation.

3. The Phantoms
