Repository health workflow

The repository now includes .github/workflows/repository-health.yml.

The workflow runs on pull requests to main and pushes to main or codex/** branches.

Checks performed:

• python -m unittest discover -s tests
• python -m tools.vault_health .
• python -m py_compile tools/vault_health.py tests/test_vault_health.py

Latest verified result: both pre-merge Repository Health / Markdown health checks succeeded, and the post-merge main workflow run also completed successfully.

Local command

Run this before trusting newly imported or agent-created repository docs:

python3 -m tools.vault_health .

Expected healthy result as of 2026-05-12:

• 30 Markdown files scanned.
• 0 broken internal links.
• 0 README coverage gaps.
