it works per design , the text can not expanding towards the bottom due to on the right , it displays the number of characters entered/max of characters. https://github.com/FightPandemics/FightPandemics/issues/2330

However , we come up to another question when entering more than 250 characters in the text field, we see the red color turned on but clicking on submit button , there is no validation error. Reach out to BA for clarification and log another issue if needed.
