Since Promatia’s city will lack any form of internet infrastructure initially, it is our governments initiative to set it up.

Use https://starlink.com global satellite network for initial internet system
Promatia will need to join the APNIC (Asia-Pacific Network Information Centre) to receive an ASN (Automated Systems Number) which will allow us to create our internet network.
Promatia should obtain a carrier licence and have a registered cabler supervising fibre optic cable installation. Information on licenses and regulations can be found at the Australian Communications and Media Authority. It is recommended that Promatia gets these licenses under Australian Jurisdiction, as we will need to connect our fiber optic lines with Darwin’s IXP JIX, and others in the future.
It is also recommended that Promatia’s Ministry of Infrastructure becomes a registered telecommunications carrier which owns network units. More info. Applying for a Carrier License. We may also apply for a trial certificate to test and build our network
