However, the process of switching from using desktop applications to web applications for personal content creation, even after two decades of having The Web there, has been relatively slow and started to become more common only recently.

More importantly, widely used apps for personal content creation, like Evernote, follow the design of legacy, paper notepads, not that of a linked "web" of content, as envisioned by Berners-Lee.

The evolution, from personal notepads and documents to a "Web" made of linked ideas is still happening, slowly, and at multiple levels at once:
