Coordination among all of the different organizations involved in the provision of social protection services and transfers is key for an effective design and implementation of a social protection system. However, in reality, most social protection programs tend to be designed and implemented in silos with little, if any, linkages and complementarities between them. This has contributed to the fragmentation of policies and programs and overlap. Coordination – or the sharing of resources, responsibilities and information to achieve a particular outcome – has particular advantages when it comes to addressing phenomena as complex as multi-dimensional poverty and possible policy responses.

The module on “ Coordination” discusses the implications – both positive and negative – of different types of institutional and inter-agency joint working for population targeting, including how to create coordinated systems through the delegation of roles and responsibilities and incentive structures.
