We’re hiring a Go-To-Market (GTM) Manager to join our early team and partner directly with the founders to drive growth as we scale toward product-market fit.
This role is a unique opportunity to operate at the center of an early-stage startup transforming how local governments attract, hire, and retain public servants. You'll lead critical GTM initiatives, own high-impact strategic projects, and shape our growth strategy from the ground up.
Holly's mission is to bring millions of Americans into public service through software that treats them with hospitality and care. We've built the first AI-powered platform for local government workforce design—automating job classification, salary benchmarking, and position analytics.
Already live with jurisdictions representing 1% of the U.S. population (and growing rapidly), Holly replaces costly consultants with a modern, intelligent alternative—backed by J2 Ventures, Roble Ventures, Gaingels, and leading civic tech founders. Our approach stems directly from our team's experience hiring hundreds into local government and creating govtech products that serve millions.
What You’ll Do
As our GTM Manager, you'll:
- Drive GTM execution: Build and operationalize sales strategies, manage lead pipelines, execute targeted outreach, and drive deal momentum.
- Own strategic projects: Solve critical zero-to-one problems, including sales ops, pricing strategies, partnership building, and scaling processes.
- Engage directly with customers: Lead meetings and maintain relationships with city HR leaders, budget directors, and procurement officials to deepen our market understanding and accelerate growth.
- Shape our sales engine: Develop scalable processes and collateral to support sales, customer success, and product teams.
- Bridge product & market: Convert customer insights and feedback into actionable product strategies and roadmap improvements.

You Might Be a Fit If You...
- Have 3–5 years experience in GTM, sales, business operations, consulting, or startup leadership roles. Experience with innovative local government teams is a plus, especially if paired with sales/startup experience.
- Excel at navigating ambiguity and quickly moving from problem identification to actionable solutions.
- Demonstrate strong operational acumen—organized, strategic, and capable of turning ideas into execution.
- Communicate clearly and effectively—whether writing internal strategy docs, engaging with customers, or delivering compelling presentations.
- Are passionate about government, civic tech, or mission-driven work and motivated by creating meaningful societal impact.
