一、背景 / Background

中 我选了 Uniswap DAO 的两个提案：一个失败（TAB），一个成功（Proposal 92），沿着提议—讨论—投票—链上执行的完整治理链路去看。通过对比，我想搞清楚：权力是怎么分布的？风险怎么产生、固化，又如何在执行阶段呈现？

二、治理问题 / Governance Issues

1️⃣ 协议层的人治与自由裁量（Discretionary Power）

• 关键参数（费用、tick spacing）依赖治理决策而非硬编码
• 紧急停止和费用抽成缺乏明确触发规则 → 协议里留了灰色地带

2️⃣ 持续性权力节点风险（Persistent Authority Node）【TAB】

• TAB 是长期咨询节点，退出机制不清
• 报酬清晰，但责任与风险不明确 → 形成激励–风险不对称

3️⃣ 投票权高度集中（Quasi-Pluralistic Voting）【TAB / 92】

• 少数高 UNI 持仓代表掌控决策
• 广泛参与实际上没进入最终决策

4️⃣ 讨论–投票–执行脱钩 & 权力固化（Deliberation–Decision–Execution Decoupling & Authority Lock-in）

• 投票立场与讨论阶段观点脱钩
• Proposal 92 链上执行（timelock / calldata）缺乏语义映射
• admin 权限和合约角色形成程序性控制权，脱离持续治理审议
