Theoretically, it's really simple to apply for a short stay visa to France (or other Schengen countries):

The next step is to create an application online. After this, you'll get a printable Application Form and France-Visa receipt. Both printouts are required.

I believe the original plan was for people to book an appointment at VFS before applying, but as of November 2019, this is not the case. Just walk in with your documents ready and apply.
