Theoretically, it's really simple to apply for a short stay visa to France (or other Schengen countries):

  3. Go to VFS, submit your documents, and get your biometrics done.

I believe the original plan was for people to book an appointment at VFS before applying, but as of November 2019, this is not the case. Just walk in with your documents ready and apply.
