Summary:

A few projects (https://juicebox.money/#/p/daotaifung) and (https://juicebox.money/#/p/afrodao) currently have stuck ETH in TerminalV1 because they accidentally configure funding cycles to be one-time (represented contractually as discountRate = 201).

This is a proposal to deploy a rescue terminal (PR:https://github.com/jbx-protocol/juice-contracts-v1/pull/15) where allow-listed projects can migrate to to retrieve stuck treasury funds and lay their project to rest-in-peace.

Only allow listed projects with a latest funding cycle with discountRate = 201 can retrieve stuck ETH.
