• Made between Feb 23rd 2023 and May 10th 2024
• Impact has already been delivered (no unshipped projects or promises of future impact)
• Impact delivered is above and beyond a scope of work that was already funded (through PTIPs, PTBRs, Grants, or Bounties) or contribution was unsolicited or voluntary and did not receive prior funding
