One of the five focus regions of the 2050 Thames Vision, the "City Ribbon", which includes the east London boroughs of Tower Hamlets, Newham, Barking and Dagenham, Havering, Lewisham, Bexley and Greenwich and the London Legacy Development Corporation, has been a focus of post-war development policy, radically reshaping the historical docklands of the city. The 2050 Vision identifies the following strategic concepts: Creative Enterprise Zones, Rejuvenation, Environmental defense, Increased commerce, and Broadband and Digital Connectivity, and further champions the results obtained in these categories in the transformation of Canary Wharf, hailing it as a "success story" to be replicated.

This led to the City Ribbon group to carry out two focuses of research: first the development plans for the former Millwall Docks-turned Canary Wharf, whether from the past, present and future, and in terms of those who identified issues to be solved, proposals to address them, and finally, the conflicts which arose while being implemented; and secondly, to identify actors which would be affected by the 2050 Vision.
