Formation is the first charge cycle that causes the solid-electrolyte interphase (SEI) layer to be formed on the particles of the negative (graphite) electrode. (See SEI layer on anode)

SEI layer should be thin to reduce the internal resistance of the cell. The slower the cell is charged the first time, the slimmer the SEI will be.
