City assaults require the participation of a group of players, so it is important to be very patient and well-coordinated. Movement of many fleets in the same space is very difficult due to terrible path-finding and other annoying game mechanics.
Before the attack, the faction that owns the level 2 city will be neutral to the union, so everyone can move freely without being attacked. The leader of the union has to declare WAR to the neutral faction, they will then become red and hostile.
The patrol fleets will attack anyone inside of their operation. This is because they are using BLOCKADE on their operation (indicated by the small lines around the operation), this means that they will move extremely fast and defend the operation, but they will never move outside of it. This means that two guarding fleets will not help each-other or move, so they can be killed one by one to avoid loses.
DO NOT engage first if you cannot tank the damage.

When the patrols are destroyed, the group can start preparing for the city attack, this is the hardest moment. Inside the city there will be a lot of ships that will not leave the city or move, they will only defend if the city is attacked.
These ships are not real fleets, they are "linked" to the city, you can imagine them as turrets and you cannot damage the city until they are all dead.
<aside> 💡 Even if the city is between you and the enemy ships, you will be fighting against them.

In the image above, my fleet is far from the enemy ships, but by attacking the city, i will be attacking the enemy ships.
So, this means that the best strategy is to wait until the city is surrounded by players, and only then, we should start attacking, because the ships inside cannot attack us as long as we don't attack the city first.
