When rescuing, there is a 70% chance to reduce each rescue cooldown by 1 hour, and a 30% chance to raise the rescue cooldown by 2 hours.
The chances of Bubble Tea reducing each rescue cooldown by 1 hour increases by 5% every Luck you have. It maxes out at 90%.

On average without factoring in Luck, Bubble Tea reduces your rescue cooldown by 6 minutes. Therefore, it is generally not worth to use Bubble Tea without any Luck.
However, if you have 4 Luck, which is easily achievable by using Chains, on average Bubble Tea will reduce your rescue cooldown by 42 minutes, which can be beneficial.
There is no flavour text when equipping the relic.
