1. Make a text layer then convert it to smart object and give gaussian blur of 4.0
2. Go to filter > blur gallery > tilt blur ,here increase the blur then up the blur line and make the lower part of the text blur
3. Go to filter > liquify have pressure of 63 then trace the bottom part of text
4. Go to adjustments > gradient map ,make the gradient map of colors #000000-#fa4ff0-#000000-#ffca3b-#ffffff-#3bd2fd-#000000
5. Adjust as you like then check the reverse
