Beethoven took risks with his music that no other composer had ever taken. Within the classical context, he pushed all of the limits and destroyed all of the rules. He's a pivotal composer in the history of classical music because he is the bridge between the classical and the romance era.

He's often considered a "classical" composer. But is early music isn't keeping with classical composers like Mozart and Hayden, but all composers that come after him are considered romance era composers, like Brahms, Chopin and List. It was because of his never-ending risk taking and pushing the envelope.
