How We Could Build “Adult-Only” AI Without Building a Panopticon

If we’re serious about protecting kids from manipulative AI – without turning the entire internet into a “show your papers” zone – we need something better than upload-your-driver’s-license.

The GUARD Act points in the right direction: don’t give emotional AI companions to minors, and be honest about what these systems are. But it leaves a big question open:

How do you verify age in a way that’s effective, private, and not a surveillance nightmare?

Here’s a realistic game plan for how a small team could start building that – and how others could plug in.

Goal in One Sentence

Create an open, privacy-preserving way for apps to ask:

“Is this user 18+?”

…and get back a yes/no answer, without ever seeing their ID, birthday, or real identity.

Think of it as:

Adult-only access, zero-knowledge proof.

Phase 1 – Pick the Building Blocks (Month 1)

We don’t need to invent new math – we need to choose the right existing tools.

Core ingredients:

• Verifiable Credentials (VCs) – W3C standard for “wallet-held proofs” like “this person is over 18”.
• Selective disclosure / ZK – cryptography that lets you prove a statement (18+) without revealing raw data (exact DOB).
• Wallets / Identity providers – Apple, Google, banks, carriers, or government ID apps that can vouch for age.
