How We Could Build “Adult-Only” AI Without Building a Panopticon

If we’re serious about protecting kids from manipulative AI – without turning the entire internet into a “show your papers” zone – we need something better than upload-your-driver’s-license.

The GUARD Act points in the right direction: don’t give emotional AI companions to minors, and be honest about what these systems are. But it leaves a big question open:
