Execution surface and blocker

- Actual result: the local shell launcher failed immediately with

- Because the runner never started, there is no new
daily-gclid-propagation-report.json to treat as source of truth.
- This was not a
blocked-before-write result from the Litify runner. It is a higher-level execution-surface failure.
