Sam selected option C for the exhibit resolver question: Exhibit A-only packages are acceptable if the exhibit retrieval task fails.

Operational interpretation: future weekly adjuster update letter runs should still try to attach verified source exhibits from V:\, but source exhibit retrieval failure should not block attorney/case-manager notification when the letter and Exhibit A validate.

The automation now treats source exhibits as preferred but not a hard blocker. Litify/source data, recipient mapping, and generated letter/Exhibit A validation remain hard blockers. Adjuster emails remain off-limits unless separately approved.

Useful improvement: add an explicit per-matter exhibit status field in every manifest and attorney notice.

Unnecessary work avoided: did not pause the weekly automation and did not require source exhibit resolution before attorney/case-manager workflow can start.

Pending next best step: recover or rebuild the generator and run a draft-only pass to validate package generation under the new fallback rule.
