As of today it serves a live page (pid 69740, "Kentucky Brain Injury Lawyers", HTTP 200). The repoint to /tbi-cases/ would now corrupt valid internal links. It did NOT fire today (broken_fixes=0), but I disabled both code paths (scan.py + broken_href_targeted.py) with re-enable guards.
