Purpose: Single source of truth for pages that require explicit Sam approval before any create or update. Skills (wp-content-deployer, pre-publish-qa) must load this list at runtime, not hardcode it. A hardcoded list freezes; new team-bio and practice-area pages would go unprotected until someone hand-edits a skill file.

Before any REST API push (create or update), check the target slug against this list. If it matches, do not push. Present the proposed changes to Sam and wait for explicit approval. In batch scripts, skip protected pages and report them separately at the end. If this page is ever unreachable, fail safe: treat all header-nav, practice-area, and team-bio pages as protected.
