Why zero auto-applies

The competitor surface-form list was widened this run to absorb yesterday's misses (isaac & isaac, kanner y pintaluga, wagner reese, winton and heistand, tj massey, nefzger, stempien, swinney, sarah jane dufour, get norris). That moved every $0-spend non-PI candidate out of the auto-apply pool and into the competitor or attorney-name review queues.
