Sam noted that the file-organizer pass did not recommend moves. This was a valid missing part of the organization plan. The correction adds a separate move-recommendation lane while keeping deeper moves approval-only.

A file-organizer run should recommend obvious move candidates when the live structure shows misplaced, duplicate-wrapper, unsorted, or same-family folders. These recommendations must be separate from delete and dedupe recommendations, and deeper moves remain approval-only.
Move recommendations: A recommended: create a dry-run move packet for the P1/P2 recommendations with exact source/destination rows, rollback script, and no live moves yet. B: execute only the low-risk P2 same-family trucking moves with rollback. C: leave deeper structure alone and keep only the root cleanup already done. D: Other.
