- Found five existing unassigned RingCentral user lines, so this appears to be an available-seat assignment rather than a new purchase.
- Identified candidate existing seat extension ID 370451052 with direct number +15029778063.
- Confirmed suggested extension number 155 is not currently in use.
- Attempted to assign the existing unassigned seat to Joe as a standard non-admin NotActivated user with Eastern time.
Blocker
- RingCentral returned InsufficientPermissions because the connected API app lacks EditExtensions.
- No RingCentral write was completed.
- Readback after the failed write confirmed Joe still does not exist in RingCentral and the five unassigned seats remain unassigned.
