Rogers is the plaintiff, Grewal is the attorney general of New Jersey. Rogers sued on 2A grounds after being denied a carry permit (he failed to satisfy the state's "justifiable need" requirement). The US District Court for New Jersey dismissed the lawsuit, citing 3rd Circuit precedent (the NJ district is in the 3rd Circuit) in Drake v. Filko, which upheld this exact justifiable need law.

This then skipped quickly through the 3rd Circuit (case 18-2366 on Sept 21, 2018, basically just a quick "yeah, no"), and it's now waiting on SCOTUS to grant or deny cert.

Update February 20, 2019: the Court has asked Grewal to file his brief by March 21. NJ had initially declined to file a brief, which is a fairly common tactic when the respondent wants to see if maybe the court will deny cert without even needing to see both sides' briefs. Hard to read the tea leaves on this, but it means that the Court wants to at least see both sides' arguments before deciding on cert.

Update March 12, 2019: Grewal asked for a 30-day extension on his deadline, to April 19, 2019. It'll likely be granted.

Update May 7, 2019: the case has been distributed for the justices' May 23 conference.

Update June 11, 2019: there have been no updates since the case was distributed for the May 23 conference. The case is very possibly being held pending the result of New York State Rifle & Pistol Association v. City of New York. If that's what's happening, then once the ruling on that case comes out (in spring 2020), the justices will either decide on cert in this case or kick this case back down to the lower court to be re-decided in accordance with whatever the ruling in NYSRPA v. City of New York is.

Update September 10, 2019: Paul Clement is now Rogers's counsel of record.
