Fixed the traffic-camera evidence block on the live truck accident page and in the SA Element Registry. The heading now reads We pay for direct access to Kentucky traffic-camera footage. with no heading <em> tag and no inline CSS rule for .sail-evidence-headline em.

Updated the WordPress page content through the WP REST API. Exactly one heading markup replacement and one inline CSS-rule removal were applied.
Updated the registry through /admin/edit/45. The registry HTML no longer contains <em> in the heading, the registry CSS no longer contains .sail-evidence-headline em, and the description/rules now describe a one-color navy headline with no inline italic/orange emphasis.
