Summary of work done

Bootstrapped the local New Webpages Git repo so future agents have a clear project packet to work from. The repo is local-only on main with no remote configured. I preserved the existing tools/audit_wp_drafts.py script and staged agent-facing documentation around project rules, source mapping, QA, rollback, and handoff structure.
