Voting & Proposal Creation Tooling

<aside> ๐Ÿ‘‰ We currently use Snapshot for off-chain voting. On-chain voting has previously happened on Sybil, but we have recently been trying to migrate to using voting platforms like Boardroom and Tally given issues with Sybil. These aggregate voting platforms pull directly from our governance contracts and Snapshot directly. This enables all voting (off- and on-chain) to happen in one place.

These platforms also make creating new proposals and tracking voting participation simpler. It does not matter which of these platforms (i.e. Boardroom, Tally) people choose to use as they all pull from the same contracts. Token holders will also always be able to create proposals and vote directly on Snapshot if they choose.
